This is called “non-rebuilding”. Of course, such land will not sell properly.
I don’t plan to live in my parents’ house that has become vacant, it is difficult to clean up the things in the house, it is difficult to sell, taxes will be high if the land is vacated, and the demolition cost will not be stupid.
I understand that it is left unattended, but vacant houses that are not well watched by people are at risk of becoming a pest or a base for crime, and if they get old, they will collapse.
Local governments with many vacant houses are asking the owners to take measures such as demolition, but it seems that it is difficult to contact them, or they do not know who the owner is because the inheritance procedure is not properly carried out in the first place, and there are cases where the local government bears millions of demolition costs.
Some people question the use of tax money, but there are aspects that cannot be helped to protect the safety of neighboring residents.

Tokyo’s Setagaya Ward has about 50,000 vacant houses, the largest number of vacant houses in Japan, and as the seriousness of the problem increases, last year it created a dedicated consultation desk for vacant houses.
